JSSI and OILES
To popularize seismic isolation structures, the voluntary organization "JSSI Japan Seismic Isolation Structure Association" was established in June of the fifth year of Heisei, combining scholars, design offices, construction industry, and seismic equipment manufacturers. Since its establishment, JSSI has conducted annual research on seismic isolation structures, formulating guidelines for design, construction, and maintenance. The association hosts seminars, site visits, and workshops to contribute to the training and guidance of technicians, as well as the inspiration that comes with the popularization of seismic isolation.

JSSI integrates and analyzes Japanese seismic isolation data
Taiwan Matsuzawa Base-Isolation Co., Ltd., approved to establish in the Yilan Science Park, with an investment of 50 million NTD, focuses on seismic isolation devices, peripheral systems, and the development of building smart monitoring hardware and software. This project develops LRB lead-core natural laminated rubber bearings, SSR natural laminated rubber sliding bearings, RB natural laminated rubber, and FPS friction sliding pendulum-type seismic and vibration control technologies. Through technology transfer and collaboration with OILES, the company aims to improve low-rise seismic isolation devices and, in conjunction with academic and technological units, develop peripheral equipment and software to establish smart safe homes, promoting the development of the domestic seismic isolation residential industry.
Settled in Yilan Science Park
Taiwan Matsuzawa is dedicated to promoting smart, energy-efficient, safe, and seismic-resistant homes, which will drive the transformation of related industries in Taiwan. Currently, there are many old buildings in Taiwan, especially those under five stories, which pose significant risks. According to the Ministry of the Interior, the average age of residential buildings in Taiwan was 29 years in 2015, with Taipei being particularly affected—61% of its buildings are over 30 years old, totaling approximately 500,000 units. If a major earthquake similar to Japan's 311 or recent catastrophic events were to occur, the consequences would be devastating. Houses aged 20 to 30 years currently account for 23%, but they will also become problematic in 10 years. Therefore, over the next decade, the government must improve urban renewal policies, efficiency, and scope to address urban aging.
Promoting seismic and isolation-safe housing not only benefits the construction industry but also fulfills a social safety responsibility. Considering the factors of reconstruction costs and the slow pace of government urban renewal projects, Taiwan Matsuzawa actively collaborates with academic and industrial sectors in Taiwan to develop peripheral equipment. This aims to lower the entry barrier and significantly enhance residential safety in Taiwan. The company also focuses on creating building materials suitable for new architectural structures. Peripheral industries will experience growth due to different structural designs and planning, boosting overall economic development and indirectly promoting the development of products suitable for seismic isolation buildings. The construction industry will evolve beyond just buildings, integrating long-term data collection and various hardware and software developments to enhance residents' quality of life, thereby improving Taiwan's residential quality and industry competitiveness.
Since 1987, OILES has been manufacturing and selling high-quality seismic isolators (OILES LRB). The company constructed Japan’s first seismic structure building (Technology Center) at their Fujisawa workshop, which has stood for over 30 years.
Ten years after the building's completion, the isolators were tested to monitor changes over time. The data showed that the isolators retained their original design values. Additionally, small sample isolators placed in the same environment for monitoring also confirmed their stability over time. Even after 30 years, the seismic isolators maintained their normal characteristics without deterioration due to time or climate conditions.
As of the end of 2017, OILES had over 1,200 seismic isolation projects in Japan, with more than 40,000 seismic isolators installed. OILES seismic isolation products are made of natural rubber, which, although more expensive than synthetic rubber, offers superior elasticity, mechanical properties, and generates less heat from vibrations. The performance of OILES products has been proven through the 311 earthquake and subsequent major seismic events, demonstrating the superior quality of OILES seismic and vibration control products.
